The Ministry of Heavy Industries (MHI) has announced the re-bidding of Production Linked Incentives (PLI) for the manufacturing of 10 GWh Advanced Chemistry Cells (ACC) on 24/01/2024.
The bidding process aims to select eligible bidders for the establishment of giga-scale ACC manufacturing facilities. The initiative falls under the PLI ACC scheme, promoting the production of technology-agnostic ACC in India.

Transparent Bidding Process Through Online Platform
The bidding process will be conducted online through a transparent two-stage mechanism, utilizing the Quality and Cost Based Selection (QCBS) approach via the CPP Portal. The two-stage process ensures a fair and competitive selection of bidders.
Key Dates for Prospective Bidders
Tender documents are available online starting from 24/01/2024. Prospective bidders are invited to submit their bids by the due date on 22nd April 2024. The bids will be opened on 23rd April 2024.

The re-bidding of PLI for ACC aligns with Prime Minister Shri Narendra Modi’s vision of a self-reliant (Atmanirbhar) and developed India (Viksit Bharat), along with the goal of making the country net zero by 2070.

Background and Previous Rounds
In May 2021, the Cabinet approved the technology-agnostic PLI Scheme on the ‘National Programme on Advanced Chemistry Cell (ACC) Battery Storage’ with a target manufacturing capacity of Fifty (50) Giga Watt hours (GWh).
The first round of ACC PLI bidding concluded in March 2022. It resulted in the allocation of a total capacity of Thirty (30) Giga Watt hours (GWh) to three companies. The current re-bidding focuses on achieving a total manufacturing capacity of 10 Giga Watt hours (GWh) under the same scheme.
