New Delhi, January 5, 2024: The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the signing of a Memorandum of Understanding (MoU) between India and the United States for International Development/India (USAID/India). The MoU, signed on June 14, 2023, aims to support Indian Railways in achieving Mission Net Zero Carbon Emission by 2030.
Key Objectives of the MoU
The MoU provides a platform for Indian Railways to interact and share knowledge with USAID/India in the railway sector. It facilitates cooperation in areas such as utility modernization, advanced energy solutions, regional energy integration, private sector participation, and training seminars/workshops on technology areas like Renewable Energy and energy efficiency.
Focus Areas of Collaboration:
- Long-term energy planning, including clean energy for Indian Railways.
- Development of an Energy Efficiency Policy and Action Plan for Indian Railway Buildings.
- Planning for clean energy procurement to achieve Indian Railway’s net-zero vision.
- Technical support for addressing regulatory and implementation barriers.
- Bid design and bid management support for large-scale renewable procurement.
- Support for the promotion of e-mobility by Indian Railways.
- Collaborative hosting of events, conferences, and capacity-building programs.
Flexibility and Duration
The MoU allows for revisions, modifications, or amendments upon written request from either participant, subject to mutual agreement. It is effective from the signing date and expected to continue for a period of five years or until the effective end of the South Asia Regional Energy Partnership (SAREP), whichever is shorter.
Impact and Benefits
The MoU aims to support Indian Railways in achieving its Mission Net Zero Carbon Emission by 2030. This strategic collaboration will reduce dependence on imported fuels like diesel and coal, promoting the deployment of Renewable Energy (RE) plants. The initiative is expected to boost the local RE technology ecosystem and contribute to local product development.
Financial Aspect
The technical assistance under this MoU will be provided by USAID under the South Asia Regional Energy Partnership (SAREP) initiative. The MoU does not involve any financial commitment from Indian Railways, emphasizing its non-binding nature.
